1 thing we could know : is Leed looking for a fun, versatile, support or simply powerful Elite. My tendency would be to go for the hardest to cap, the most versatile or just the weirdest one I can find. (but that is just me)

And by the way, tell us when you have chosen it Leeds, we'd like to know when we can stop arguing.

Best General Mesmer Elite. 96 points of armor ignoring damage to a fairly good sized area, plus energy denial (It's quite effective on any class, but particular on melees).

Now, energy Denial isn't that great in PvE, but hitting a low energy character with 8 energy drain does change what some mobs do.

I've rarely used any other Elite, and only then, it's usually a specialized one.

Either way, Signet of Illisions is alright, but I don't like using it.
For what it's worth, there is a reference to Signet of Capture as a ring in one of the quests.

When in doubt, go WoH for your elite...

Signet of illusions probably has the most utility of them all if you can get an elite tome and unlock it somehow. However it makes using other elites more difficult.

E-Surge is blah. Not bad but not great.
Hex Eater Vortex is good when you are facing a lot of hexes
Nothing is wrong with bringing powerblock as long as you aren't facing a lot of non-casters.
Echo is good if you need something copied.

Why not make it a real challange and don't use one at all (i have done it myself it is possible to survive without gold on the bar )

If you are shutting down Power block if you are for damage / hexes Energy surge

SOI probably allows for some of the most innovative + flexibile builds in the game. Really fun just don't get SOI diversioned

I too have used e-surge followed with e-burn as a staple in all but the highest levels of PvE play for years now. I find them a fantastic opening salvo, followed by more enemy-specific skills on the rest of your bar.

Heroes are better at interrupts than i'll ever be. Echo, Fevered Dream, Signet of Illusions, Mantra of Recovery and Hex Eater Vortex all have their uses. If i had to pick one, it'd be Assassin's Promise.

I'd suggest for a newbie-PvE Mesmer to use Energy Surge or Mantra of Recovery. Even when vanquishing these are mainly the only two elites I ever use, bar the odd Assassin's Promise build when I just want to spread around damage without much thinking.

Mantra of Recovery is handy in those areas where your hexes are rather important, such as if you ever decide to do the 4-man area vanquishes. There's also nothing more satisfying than your Energy Surge getting hit with your 20/20 set and almost insta-casting on an enemy mid-Healing Signet/Troll Unguent and taking out a couple of stragglers alongside him.

I think, as a starter, it's best to go Energy Surge. It'll give you some armour ignoring fun before you start to get serious about the Mesmer class in PvE.
